<post structure> strid
Use <inquire structure identifiers> to determine:
  nstid = number of structure identifiers
  nstr  = a structure identifier
pass/fail depending on (nstid = 1 and nstr = strid)

TEST: #SR 4
      "Posting a non-existent structure should create an empty
       structure with the specified identifier in the CSS."

Use <inquire structure status> on strid to determine
     strsti = structure status identifier
pass/fail depending on (strsti = empty)
