TEST: #SR 5
      "Changing a structure identifier with the original
       identifier having the same value as the resulting identifier
       should create one new structure with the resulting
       identifier in the CSS."

<change structure identifier> strid strid
Use <inquire structure identifiers> to determine:
  nstid = number of structure identifiers
  nstr  = a structure identifier
pass/fail depending on (nstid = 1 and nstr = strid )

Use <inquire structure status> on strid to determine
     strsti = structure status identifier
pass/fail depending on (strsti = empty)
